The Town of Queen Creek hosted a meeting for HOA representatives on Tuesday, Dec. 2, 2025, at 5:30 p.m. Representatives from Utilities, Development Services and Intergovernmental Relations discussed:
- 5th Management Plan (large turf facility water use)
- WaterFluence Program (water conservation)
- Town's water strategy (water resources and CAGRD)
- 2028 General Plan Update
- Introduction to Code Compliance
- Legislative highlights & forecasts
New guidelines from the state (5th Management Plan) require a major shift - the intention is to reduce water use. The 5th Management Plan applies to entities with common areas that have 10+ acres of grass and / or lakes.
The effective date of the 5th Management Plan is Jan. 1, 2025. The state is still rolling out implementation. HOAs that must comply should be evaluating how they can plan to meet the guidelines from the state. The Town's water conservation division can meet with HOAs to provide additional information and present at board meetings.
